Another gold digger gone nuts : Germanmetalworks. This one is on sale for $2,350 on eBay.
The player is bad but I'm not sure it's the only problem...

"Hand Pan, New & In Tune (Made In Germany) We are now offering this new hand pan, manufactured in Germany, and made with heat treated shells. Shells with heat treatments make for more stable instruments in terms of sound quality. Heat treated hand pans hold their tuning longer than hand pans made from non-heat treated shells. Pan ships from Berlin via Fedex International Priority Scale: F# (Low, middle, high) G# (Low, middle, High) E Eb C# We also offer tuning services at reasonable rates for your hand pans and steel pans. Please Inquire within."
Once again: a builder who's unable to be self-critical at the start has little chance to become a talented, consistent or reliable maker one day. Here we're reaching caricature level--this one is more expensive than a CFoulke.
There's nothing wrong with hammering, failing, trying, thats' a hard and noble path; but charging $2,000+ for your work is another level.
